Re: Records concerning Leonardo/ELSAG “SignalTrace” or equivalent device-correlation technology Under
the California Public Records Act (Government Code § 7920.000 et seq.), I request copies of the following
records held by the City of Benicia and/or Benicia Police Department: 1. Any contract, purchase order, quote,
proposal, or amendment involving Leonardo, Leonardo DRS, Leonardo US Cyber and Security Solutions,
ELSAG, or any product marketed as “SignalTrace,” dated January 1, 2022 to present. 2. Any communication
(email, memo, meeting notes, procurement correspondence) between Benicia PD staff and Leonardo,
ELSAG, or any reseller/integrator of SignalTrace or comparable Bluetooth, Wi-Fi, or RFID device-correlation
add-ons for automatic license plate reader (ALPR) systems. 3. Any records evaluating, piloting, or considering
the addition of Bluetooth, Wi-Fi, or RFID signal collection capability to Benicia’s existing Flock Safety ALPR
camera network, or to any other camera or sensor infrastructure operated by or on behalf of the City. 4. Any
Description policy, use agreement, data-sharing agreement, or retention schedule specific to device-identifier data (MAC
addresses, Bluetooth IDs, Wi-Fi identifiers, RFID tags) as distinct from license plate data. 5. Any records
reflecting whether Flock Safety, or any other current City camera vendor, has offered, marketed, or disclosed
plans to integrate SignalTrace-style device correlation into products already under contract with the City. If no
responsive records exist for one or more items above, please confirm that in writing rather than treating this as
a basis for deferral. I request that responsive records be provided in electronic format. Please note this
request is separate from and does not modify pending request PR-2026-7 regarding the Flock Safety ALPR
contract; I ask that it be logged and tracked independently and not merged into that request’s timeline. Per
Government Code § 7922.535, I understand the City has 10 days to determine whether it holds responsive
records, with the ability to invoke an additional 14 days only where a statutory basis under § 7922.535(b) is
cited in writing. Thank you for your attention to this request
