How to read this. The letters come from request PR-2026-155; the access requests from the "Action Requested: Pending Flock Camera Share Requests" emails in PR-2026-7. Agency names are matched on significant words, so "San Joaquin County CA SO" matches "SAN JOAQUIN SO". A missing letter is not proof access was granted — the notices list pending requests, and the City has not released which it approved. That record is the single most useful thing still outstanding.
