Our permitting team has been following up with Caltrans monthly. Last month, Caltrans
informed us that they are still awaiting FHWA approval. I understand that this permit has
taken an extended time to get permitted. Is the team interested in moving this location off of

1/21 - Flock revised the EPE memo as requested and received finalized

outstanding camera
to get permitted and installed
for you.
Unfortunately we were unable to get
those requested as-builts for this pole,
however,aFlockTechnicianwentout
andtooktheneededmeasurementsof
the pole.
Those measurements and images have
beensentto ourpermittingvendor to
complete the CalTrans required
structural analysis for this location.
This should take~1-2weeks to
complete,then we can get that over to
CalTrans so that they can continue their
reviewofthispermitrequest.

that the local agency in this
case the City has to
actuallyfiletheCEQA
Exemptionwith the
California Clearinghouse.
EBI has completed the
CEQA Notice of Exemption
(NOE).Pleasesignorhave
Public Works sign it and
send us a copy. There is a
date highlighted in yellow
that needs to be updated
when it issubmitted.Letus
know the date in which they
submit to the clearing
house. Then we can
resubmit to CalTrans with
the signed NOE.

with CalTrans.
Flock permitting is
working to address the
comments received from
CalTrans D4. For the
resubmittal, our permitting
team is working on the
Policy Exception Letter,
CEQA exemption, and
revised site plans.
We have submitted the
request to EBI
(environmental
consultant) to prepare
and submit the CEQA
exemption on Benicia’s
behalf.EBlsaiditwould
take about 2-3 weeks to
prepare the exemption
application. Once it is
prepared, they then have
to post the CEQA
exemption application to
the California State
Clearinghouse for 30
days to allow other
agencies to review and
comment if they have any
concerns. Once the 30
days is up, EBl will
produce a CEQA
exemption document that
wewill then resubmit to
CalTrans alongwith the
policy exception letter and
the revised site plans.
CalTrans will then
review.

including the
NEPA
requirement.
Flock’s permitting
team met with
the consulting
firm EBl to review
the NEPA
(National
Environmental
Protection
Act) and CEQA
(California
Environmental
Quality
Act) requirements
for the Policy
exception from
CalTrans D4.
CalTrans has
informed us that
the CEQA report
has to be done in
the City’s name.
We will need
confirmation from
your City’s public
works that they
would like EBl to
do the CEQA
report or if the
City would like to
do the report as it
will be in their
name.
Could you please
advise if your
public works will
do the CEQA
report or if we
should ask EBl to
proceed on the
City’s behalf?
