Our permitting team has been following up with Caltrans monthly. Last month, Caltrans
informed us that they are still awaiting FHWA approval. I understand that this permit has
taken an extended time to get permitted. Is the team interested in moving this location off of
Caltrans’s right of way and onto the city’s property, or looked into private property? This would
avoid the Caltrans permitting process.

any updates on the approval from FHWA here so that we can get this permit signed and
issued.

EPERdocument hasbeensigned by all deputies.We arestill waitingforafinal
approval letter from headquarters.Once received, I can issue the permit.”

permitted and installedforyou.
Unfortunately we were unable to get
those requested as-builts for this pole,
however, a Flock Technician went out
andtooktheneededmeasurementsof
the pole.
Thosemeasurementsandimageshave
been sent to our permitting vendor to
complete the CalTrans required structural
analysis for this location.
This should take ~1-2 weeks to complete,
thenwecangetthatover toCalTransso
that they can continue their review of this
permit request.

to prepare and submit the
CEQA exemption on
Benicia’s behalf.EBl said it
would take about 2 - 3
weeks to prepare
the exemption application.
Once it is prepared, they
thenhavetopost theCEQA
exemption application to the
California State
Clearinghouse for 30 days
to allow other agencies to
review and comment if they
have any concerns. Once
the 30 days is up, EBl wil
produce a CEQA
exemption document that
wewill thenresubmit to
CalTrans along with the
policy exception letter and
the revised site plans.
CalTrans will then review.

Flock permitting is
working to address
the comments from
CalTrans,
including the NEPA
requirement.
Flock’s permitting
team met with
the consulting firm
EBl to review the
NEPA (National
Environmental
Protection Act) and
CEQA (California
Environmental
Quality
Act) requirements
for the Policy
exception from
CalTrans D4.
CalTrans has
informed us that the
CEQA report has to
be done in the
City’s name. We will
need confirmation
from your City’s
public works that
they would like EBI
to do the CEQA
report or if the City
would like to do
the report as it will
be in their name.
Could you please
advise if your
public works will do
the CEQA report or
if we should ask
EBl to proceed on
the City’s behalf?
