I wanted to provide you with an update regarding camera with CalTrans. Flock permitting is working to address the comments received from CalTrans D4. For the resubmittal, our permitting team is working on the Policy Exception Letter, CEQA exemption, and revised site plans. We have submitted the request to EBl (environmental consultant) to prepare and submit the CEQA exemption on Benicia's behalf. EBl said it would take about 2 - 3 weeks to prepare and comment if they have any concerns. Once the 30 days is up, EBl will produce a CEQA exemption document that we will then resubmit to CalTrans along with the policy exception letter and the revised site plans. CalTrans will then review. Flock’s permitting team met with the consulting firm EBI to review the NEPA (National Environmental Protection Act) and CEQA (California Environmental Quality Act) requirements for the Policy exception from CalTrans D4. CalTrans has informed us that the CEQA report has to be done in the City’s name. We will need confirmation from your City’s public works that they would like EBl to do the CEQA report or if the City would like to do the report as it will be in their name.
