Flock permitting is working to address the comments from CalTrans, including the NEPA requirement. Flock’s permitting team met with the consulting firm EBl to review the NEPA (National Environmental Protection Act) and CEQA (California Environmental Quality Act) requirements for the Policy exception from CalTrans D4. CalTrans has informed us that the CEQA report has to be done in the City’s name. We will need confirmation from your City’s public works that they would like EBl to do the CEQA report or if the City would like to do thereport as it will be intheir name. Could you please advise if your public works will do the CEQA report or if we should ask EBl to proceed on the City’s behalf? Please let me know if you have any questions.
