I hope you are doing well.
Flock permitting is working to address the comments from CalTrans, including the NEPA requirement.
Flock’s permitting team met with the consulting firm EBI to review the NEPA (National Environmental Protection Act) and CEQA (California Environmental Quality Act) requirements for the Policy exception from CalTrans D3. CalTrans has informed us that the CEQA report has to be done in the City’s name. We will need confirmation from your City’s public works that they would like EBI to do the CEQA report or if the City would like to do the report as it will be in their name.
Could you please advise if your public works will do the CEQA report or if we should ask EBI to proceed on the City’s behalf?

Thank you so much for sharing this. I touched base with my permitting manager, Derek. He will be reviewing and working on the encroachment policy exception that is needed. This may take several weeks. He typically has to reach out to CalTrans to get clarification as well. I will keep you updated on the progress or if they have any questions for you.
