Per Division direction given be our HQ (HEPR), all license plate reader requests require FHWA HQ
Program Office (HEPR) and Legal review (HCC). Specifically, HEPR and HCC have been asked to

The CEQA NOE was filed in May of 2024.When the CEQA NOE is
filed it starts a 30 day clock in which the state will review the project
andeitheraccepttheexemptionorrejecttheexemption.Whenan
exemption is accepted the exemption remains on file and the
project may proceed. An approval document is not issued. If an
exemption is challenged/not accepted, the lead agency is contacted
andrequired tofileanInitialStudytodeterminewhether an
Environmental Impact Report is required, or whether a Negative
Declaration can be filed instead.
City of Benicia/Benicia PD did not receive a requirement to file, So
year.
RegardingNEPA-theStateof California is thelead agencyfor
filing NEPA, so that filing would need tobe completed by Caltrans,
or a California State agency operating on behalf of Caltrans. I’ve
onlyeverseenthisdonewhenCaltransneedspermissionfrom
FHWA to issue a permit. I don’t believe NEPA is warranted for
Benicia PD’s project because CA-780 is a state route, not an
interstate.I don’t believe Caltrans needsFHWA approval toissue a
permit for work in Caltrans controlled right of way, but that
determination probably needs to come from Caltrans.

the proposed equipment does not meet the AASHTO
code requirement ( Upon reviewing the results of this
analysis, it is our opinion that the structure does not meet
the specified AASHTO code requirement. The equipment
mounts are not therefore deemed adequate to support the
existing and proposed loading as listed in this report.), Is
this written correctly? If so, the proposed system cannot
be placed on our pole and the application will be
cancelled. Please review the structural analysis and
provide us with the changes as necessary.
